Luan Center for Disease Control and Prevention(Luan CDC), authorized by Luan Municipal Government, led by Luan Health and Family planning commission,was renamed and established in 2003. Center is a purely social welfare and nonprofit institution , which is responsible for the disease prevention and control, public health emergency response, epidemic and health information management, surveillance and control of health risky factors, health education and promotion, lab tests and assessment, and technique management and application research. It also works as Luan Food safety risk monitoring and evaluation Center, Luan Public health surveillance inspection Center, and Luan Institute health education. The Center has been a undergraduates' practice teaching education base for many universities including Anhui Medical University, Bengbu medical college, Wannan Medical College, and master of public health (MPH) joint training base with Anhui Medical University.

CDC is located in Gaocheng Road, Jin‘an District, Luan City, covers an area of about 26.6 mu, The total floor area of the building covers 11,800 square meters, Until the end of December, 2015, there were 86 employees, 4 of whom were with master degree, and 49 of whom were with undergraduate degree. there were 11 persons with senior professional title， and 17 persons with intermediate professional title.  There are also some experts who win municipal government allowance, the municipal academic leaders and talented person, a number of advanced professional personnel including members of Multiple professional committee of Provincial preventive medicine association and Provincial medical association . Center  is equipped with 5 public administrative management offices, 19 technical departments, which include chronic disease prevention and Control Institute, acute infectious disease  prevention and Control Institute(public health emergency response), immune prevention Institute, endemic /Parasitosis and biological vector Control Institute , STD AIDS Prevention and Control  Institute , Tuberculosis  Preventio n and Control Institute , Public health Institute , Occupational disease Prevention and Control Institute , health education and promotion, Preventive health check-up , Microbial detection，physical and chemical inspection. At the same time Center take preventive application science research of medical and public health fields. 《Distribution regularities of V. Metschnikoviis and Non O1 Vibrio Cholerae in water source 》 is awarded Provincial scientific and technological progress second prize, Municipal science and technology progress first prize. 《Distribution of the lapactic E.coli in water source and its relationship with diarrhea》 is awarded Municipal science and technology progress first prize. 《Research analysis on the etiology and molecular epidemiology of hand, foot and mouth disease》pass the municipal scientific and technological achievements appraisal. The above mentioned  research programs are of national level. Currently 6 research programs is also underway, 1 of which is from Health and Family planning commission of Anhui Province,2 of which are cooperate with medical college, 3 of which are independent. In recent  three years,  the research staff have published 28 papers in the core journals of science and technology,SCI 4 papers.

Presently, there are the P2 negative pressure lab, 1000 grade purification Lab , Confirmed AIDS  Lab , Influenza network monitoring Lab , Measles monitoring Lab , Iodized salt and urinary iodine detection Lab and Tuberculosis reference Labs in Center , There are also some advanced Professional testing equipment, such as LC-MSMS, ICP-MS, microorganism identification instrument, Pulsed field gel electrophoresis apparatus, PCR amplification , etc.  The capability of detection is in the lead in the province.

CDC actively innovate in the advanced management model, introducing the quality management system such as ISO9000, CMA, CNAS and Using the computer network technology, such as file management software, Internet behavior management software, collaborative office systems, etc.  Presently, the center is also qualified  as Certification for Food Inspection Agencies , Occupation Diseases Assessment of the Construction Projects (class b), Radiological protection Assessment (class b), etc.
